did you install your new operating system from windows-7  to windows 10
when you convert the operating system upgraded from windows 7 or 8 or 8.1
the windows photo viewer  is disable but the  software is available in system but it is disabled

this will change in registry and enables the windows photo viewer then you van go to control panel and change deafalt photo viewer
